With reference to Your Lordship's despatch No.310 of 7th November, 1940, I have the honour to inform Your Lordship that I have appointed Mr. Leo d'Almada e Castro, junior, to be an unofficial member of Legislative Council for a further term of four years with effect from 17th January, 1941.

Leo d'Almada e Castro is enclosed.
